Renovations and urgent phase-out of fossil fuels needed to decarbonise heating in Europe

About half of the EU’s final energy consumption goes to heating, making it a key focus area in Europe’s efforts to improve energy security and reduce greenhouse gas emissions. A European Environment Agency (EEA) briefing, published today, analyses this energy segment, urging investment in building renovations and modern renewable energy solutions.

Energy renovationandconservationmeasures,includingpublicinformation campaigns,have proven theirefficiencyincurbingoverallheating and cooling needs,especiallyinbuildingsthe largest energy-consumingend-use sectoracross the EU.However, the EEA briefingreminds thatenergy efficiency measures aloneareinsufficient to decarbonise heating and coolingwhenfossil fuels are being used as the mainenergysource.In 2020,almost80% of allhousehold energyuseregardedspace and water heating,withoverhalf of this energy being suppliedbyburningfossil fuels, notablygas. Investmentsin renewable and waste energy sourcesfor heating and coolingare needed toreduce gasconsumption,climate impactsandairpollution.

Local needs and opportunities

Data fromEurostat show thatrenewable energyaccounted forless than a quarterof final energy used for heating and cooling in the EUin 2020.Thenorthern EU countries, wherebuildings needmoreheatingduringwinter months, had already reachedmore than 50%sharesof renewable energy for heating and coolingin 2020usinglarge shares ofbiomass.But as heating and cooling systems last longer than a decade, replacing fossil fuels with biomassacross all countriesmay have unwanted implications for this feedstock, climate and the environment.Withthe availability of sustainable energy resources and the demand for heating and cooling varyingsignificantly across Europe,there is a need toprioritise themost sustainable local energy sourcesthat correspond to local needs and opportunities, according to the EEA briefing.

The EEA briefingalsonotesthatrenewablesforheating and coolingin Europemostly stillconsistofsolid biomass, such as wood,whereasother renewable options for heating and coolingare growing at much faster pace, includingmodern heat pumps and solar thermal collectors.Where available,modern,renewables-based district heatingsystems provideimportantopportunities for further decarbonisation,byacting as a platform forintegratinga variety ofclean energy solutions.

The European Commission has recentlypublished a roadmap forin Europe.
