Coronavirus: Commission proposes additional safeguards on travel from outside the EU and updated criteria for applying travel restrictions

Today the Commission is proposing additional safeguardsÌýand requirementsÌý´Ú´Ç°ùÌýinternational travellers into the EU.ÌýN±ð·ÉÌý³¦´Ç°ù´Ç²Ô²¹±¹¾±°ù³Ü²õÌý±¹²¹°ù¾±²¹²Ô³Ù²õÌý²¹²Ô»åÌý³Ù³ó±ðÌývolatileÌýhealth situation worldwide call for further action to ensureÌý³Ù³ó²¹³ÙÌý²¹²Ô²âÌýtravel to the EUÌýtakes placeÌýsafely.ÌýTo reflect the latest scientific advice, the Commission is also proposing updated criteria taking into accountÌý³Ù³ó±ðÌýtesting rate, testing positivity ²¹²Ô»åÌý»å±ð³Ù±ð³¦³Ù¾±´Ç²ÔÌýof variants of concern when decidingÌýonÌý³Ù³ó±ðÌýapplication ofÌýrestrictions on non-essential travelÌýto the EUÌýto a specific non-EU country.ÌýÌý

Additional safeguardsÌýon travel from outside the EUÌý

Member States should introduce additionalÌýmeasures to ensure thatÌýtravelÌýintoÌýthe EU takes place safely. This concernsÌýthose travelling to the EU for essential reasons,ÌýEU citizens and long-term residents as well as their familyÌýmembers,ÌýandÌýthose travelling from countries for which ³Ù³ó±ðÌýnon-essentialÌýtravel restriction was lifted:Ìý

  • Mandatory testing before departure: Member States should require travellers toÌýhave undertakenÌýa negative COVID-19 PCR (polymerase chain reaction) testÌýbefore departure,Ìýand submitÌýa proof ofÌýsuch a negative test.ÌýThe test should be taken at the earliestÌý72Ìýhours before departure; EU citizens,ÌýresidentsÌýand their family membersÌýshould have the possibility to take the test after arrival.ÌýMandatory testing can be combined withÌýa requirement ofÌýself-isolation, quarantine and contact tracing as well as additional testing as needed for a period of up to 14 days, provided that the Member State imposes the same requirements onÌýitsÌýown nationals when travelling from the same non-EU country.ÌýExceptions could be decided for some categories of essential travellersÌýif suchÌýrequirementsÌýwould impede the very purpose of the travel.ÌýIn particular, transport and cross-border workers should be exempted from the requirement to present a negative PCR test and may only be requested toÌýpresentÌýa negative Rapid Antigen TestÌýon arrival.ÌýThere are also specific rules for aircrew.ÌýÌýÌý
  • Stricter measuresÌýto address virus variants of concern:ÌýFor trips originating from countriesÌýwhere a variant of concern of the virus has been detected,ÌýMember States shouldÌýsystematically impose safety measures such as self-isolation, quarantine and contact tracing for a period of up to 14 days. In particular,Ìýtravellers should be required to quarantineÌýand take additional tests upon or after arrival.ÌýÌý
  • Common EuropeanÌýPassenger Locator Form: Member StatesÌýshouldÌýrequireÌýthoseÌýentering the EU to submit a Passenger Locator FormÌýin accordance with applicable data protection requirements. A common European Passenger Locator Form should be developedÌýfor this purpose.ÌýÌý

Updated criteriaÌýÌý

When considering whether to lift restrictions on non-essential travel to the EU from a non-EU country, the Council should considerÌýthe case notification rate, the testing rate, the test positivity rate, as well as the incidence of variants of concern.ÌýTheÌýfollowing criteriaÌýshould apply,Ìýreflecting theÌýmost recent scientific advice:Ìý

  • 14-day cumulative COVID-19Ìýcase notification rateÌý(i.e.Ìýtotal number of newly notified COVID-19 cases per 100 000 population in the previous 14 days at regional level)Ìýnot higher thanÌý25;Ìý
  • Testing rateÌý(i.e.Ìýnumber of tests for COVID-19 infection per 100 000 population carried in the previous seven days) superior to 300;Ìý
  • Test positivity rateÌý(i.e.Ìýpercentage of positive tests among all tests for COVID-19 infection carried out in the previous seven days) not higher than 4%;Ìý
  • Nature of the virus present in theÌýcountry, in particular whetherÌývariants of concernÌýof the virusÌýhave been detected.

Member States should also continue to take account of ³Ù³ó±ðÌýreciprocityÌýgranted to EU countries.ÌýÌý

In addition to theseÌýupdatesÌýon travel from outside the EU, the CommissionÌýis alsoÌýÌýtodayÌýa proposal to update ³Ù³ó±ðÌýÌýcoordinating measures affecting free movementÌýwithin the EU.ÌýÌý

Next stepsÌý

It is now for the Council toÌýconsiderÌýthis proposal. A first discussion is scheduled in the Council’s integrated political crisis response (IPCR)ÌýmeetingÌýtaking placeÌýthis afternoon.ÌýOnce the proposal is adopted, it will be for Member States to implement the additional safeguardsÌýitÌýsetsÌýout and review the list of non-EU countries from where restrictions should be lifted in light of the updated criteria.ÌýThe Council should continue reviewing the listÌýof countries exempted from the travel restrictionÌýevery 2 weeks, ²¹²Ô»åÌýupdate itÌýwhere relevant.ÌýÌý

BackgroundÌýÌý

A temporary restriction on non-essential travel to the EU is currently in place from many non-EU countries.ÌýThe CouncilÌýregularly reviews, and where relevant updates,Ìýthe list of countries from where travel is possible, based on the evaluation of the health situation. TheÌýCouncil last updated thatÌýlist onÌý.Ìý

This restrictionÌýcovers non-essential travel only. Those who have an essential reason to come to EuropeÌýshouldÌýcontinueÌýbe able to do so, subject to the safeguards outlined in the proposal.ÌýThat includesÌýcategories of travellers listed in Annex II of ³Ù³ó±ðÌý.ÌýEU citizens and long-term residents as well as their familyÌýmembersÌýshould also be allowed to enter the EU.ÌýToday’s proposal does not change theÌýcategories of travellers exemptedÌýfrom theÌýrestriction.ÌýÌý

To assist Member States inÌýconsistentlyÌýapplying the restriction, the Commission issuedÌýon 28 October 2020ÌýÌýon categories of persons considered to be essentialÌýtravellersÌýand therefore exempted from restrictions.Ìý

On 19 January,Ìýahead of the meeting of European leaders on a coordinated response to ³Ù³ó±ðÌýcoronavirusÌýcrisis, the Commission set out a number of actions needed to step up the fight against the pandemic.ÌýÌý

At theirÌývideoconferenceÌýmeeting of 21 January 2021,ÌýEU Heads of State or GovernmentÌýacknowledged that the Council may need to review its recommendations on non-essential travels into the EU in light of the risks posed by the new virus variants.ÌýFollowing the meeting,ÌýPresident Ursula von der Leyen announced that the CommissionÌýwould propose additional safety measures for essential travel from outside the EU.ÌýÌýÌý

Today’s proposal updates the Council recommendation onÌýthe temporary restrictions on non-essential travel into the EU.Ìý
